Why can't cheap or even free loans be good quality ones?

When was the last time we had a cheap or free loan who was any good? Morrell potentially may fall under that bracket but for everyone one like him there are four or five unsuccessful ones.

I didn't say all cheap loans were quality.
And I think you've answered your own question Robin.
I doubt Illias was expensive either.
