Puzzling that Mo hadn’t made it into the TOTY considering his player of the year nomination. Also Danny Hylton making the team when he is 6th top scorer and hasn’t made many assists?

Who picks the team of the year? I know it's the other teams managers that put forward the nominations for player of the year.

I always thought TOTY was chosen in about Jan or Feb? So when Hylton was still firing Luton towards 90+ points and Mo was barely in double figures.
