You're not allowed to use that technique from a dead ball situation (as Willie Carr famously did for Ernie Hunt for the Sky Blues against Everton in 1970) as it was eventually ruled that the ball is not struck/kicked, but I don't think there's any rule that prevents it in open play.

Oh right. So at what point does it become obstruction, or whatever it's called when the opposition are unable to tackle without incurring a foul, such as if a player is on top of the ball and nobody else can kick it?

If the path to the ball is blocked and the ball can't be kicked without kicking through the opponent. When the ball is between feet like that on the ground there is an easy clear path to boot the ball, so not obstruction.
