time wasting substitutions

watching the last 5 minutes of most games we see a procession of substitutions by the side currently winning, all aimed of course at wasting time and breaking the play up. I wonder if it is worth considering stopping any tactical substitutions after 80 minutes?

Refs are meant to add on 30 seconds though rarely do and that doesn't cover the time lost or duration usually. Using a stopped clock which stops whenever the ball is not in active play would stop the time wasting.

I don't think you can ban subs and disagree with the suggestion, however if it were to happen I think you would have to ban all, including injuries as 'tactical' is too vague. A like for like switch of a tired player or player with a sore but non-injured muscle is not tactical, just fitness related so would it allowed? And you would get more fake injuries.
