An example of someone not realising how dangerous an uncontrolled automobile is, with fatal consequences for other road users:

"A driver who knocked down and killed a cyclist took her eyes off the road for up to 18 seconds while she fiddled with her satellite navigation system, a court has heard.

Victoria McClure, 38, killed Anthony Hilson on a straight stretch of the A4 with good visibility near Twyford, Berkshire, in September last year. She told police that she had not seen the cyclist until it was too late."

Not realising and just plain thick as s#!t are too different things.

18 seconds at 60mph?! 18 seconds at 1mph is too long.

I'd argue they're the same thing.

Anyone doing that either has no regard for human life and should have their licence removed, or is too thick to drive as you suggest and should have their licence removed.
