Normally the water on my allotment is turned on by the 1st April but that did not happen this year. When I asked the warden why it wasn't on he explained that the man from the council who usually turns on the stop cock had retired and they are employing a new man but his CRB checks had not yet been done.
Can anybody please inform my why someone needs a criminal records check before they can turn on a stop cock.
