London is already one of three global capitals. Be hard for us to be much more global than we are.

Your link hasn’t hyperlinked (user error by you I think), but the combination of the words Express, Germany, Repatriation and Marshall Plan in the non-URL suggest all I need to know. Which is don’t bother reading it.

It is only a good ideal if the financial saving is greater than the financial cost. No good saving £39bn if we lose out on £40bn of benefits, for example.
