It's Puma sponsored players that are wearing them.

The Puma sponsored keepers also wear different coloured gloves.

Perhaps its to help the players know which one goes on which foot?
During dull games, I sometimes do the "black boots" count - how many players are wearing black boots?

It's to get people noticing and talking about it. Because they did it I now know that Puma sponsor those players and have brightly coloured apparel.
