Just read an article (below) that account holders with PayPal which have been inactive for 12 consecutive months will activate an annual charge of 12 GBP on and after the 15th December 2020. So if you haven't used PayPal for a while, then log in to your account before the date above.

If you have a zero balance or negative balance, you won’t be charged anything. But safest bet is to log-in as Mal says.
