points deductions and life time bans needs issuing now, there needs to be zero tolerance for this nonsense, its same old names featuring towards the top end of the stats, with the usual nonsense of 'we're doing all we can'.
a two or three point deduction may make these clubs think about doing a bit more.

Could there be an unintended consequence here? Certain fans of rival clubs masquerading as fans to cause trouble and get points docked.....
